SOIL CONSERVATION HISTORY Soil Conservation Districts trace their formation to the 1930’s when national attention was focused on the soil erosion crisis of the “Dust Bowl” thus resulting in the Colorado Soil Conservation Act adopted May 6, 1937.
From that point, soil conservation districts have evolved into a “unique” unit of local government that utilizes state, federal and private sector resources to solve today’s natural resource problems ranging from water quality to flood control to wildlife habitat and beyond. DOUGLAS COUNTY SOIL CONSERVATION DISTRICT’S HISTORY It began on February 7, 1940 when the West Plum Creek Soil erosion district was established governed by a five member board of supervisors. Three years later on May 5, 1943, the Cherry Creek Soil Conservation District was formed also consisting of a 5 member board of supervisors. These districts came out of the landowner’s recognition of a need to control and prevent further deterioration of the natural resources after the drought in the 1930’s. In 1960, a referendum was held to consolidate the two districts into the Douglas County Soil Conservation District. The new district covers nearly all of Douglas County except for the original incorporated towns and a few landowners who chose not to participate. Today we have a 7 member board of supervisors. In 2002, the 77 Colorado “Soil Conservation Districts” removed “Soil” from their name to more accurately reflect that emphasis not be solely concerned with soil, but for all the natural resources. This is the reason our district added the word “Natural Resources” to our name. The district has one employee, Pam Brewster, who takes care of district finances, government reports, sale of products, and distributes educational information to the landowners. We sell grass seed, wildflower seed, weed barrier, mosquito larvicide, and we rent out a Truax native grass seed drill to Douglas County Landowners.
